Kleptocracy and corruption have metastasized in the globalized era and represent a threat to the national security and integrity of societies everywhere. In a new policy brief, Jessica Ludwig, Director of Freedom and Democracy at the George W. Bush Institute, discusses her recommendations to the United States and other democracies on combatting corruption and kleptocracy.

Ludwig’s recommendations include: implementing legislation and policies to close financial loopholes exploited by kleptocrats, fully funding agencies tasked with investigating and prosecuting corruption, and working with civil society organizations and investigative media to build legal cases for sanctioning and prosecuting kleptocrats.
