George W. Bush Institute

John Bailey is the Sammons Enterprises Fellow at the George W. Bush Institute. Bailey supports the work of the Bush Institute and its efforts to ensure that students are prepared for college and a career. Bailey’s experience has spanned government, philanthropy, and the private sector working on a range of issues including technology, education, economic mobility, and immigration.

Bailey served as a domestic policy advisor in the White House coordinating the policy process with agencies on legislation including the Elementary and Secondary Education Act (ESEA), the Higher Education Act, job training, and the Trade Adjustment Assistance reauthorization.  

Bailey served as the Deputy Policy Director to the U.S. Secretary of Commerce where he worked on comprehensive immigration reform and pandemic preparedness. He was Director of Educational Technology at the U.S. Department of Education where he oversaw nearly $1 billion in grant funding. He co-founded the strategic advisory firm Whiteboard Advisors, served as a senior program officer at the Bill and Melinda Gates Foundation and advisor at the Walton Family Foundation, and most recently was the VP of Policy for the Foundation for Excellence in Education.

John is a Pahara-Aspen Institute Fellow, a member of the Aspen Global Leadership Network, and an alumnus of the American Council on Germany Young Leaders Program. He also serves on advisory boards for the Aspen Institute’s Future of Work, Center for Democracy and Technology, Pope Francis’ Scholas Initiative, and the National Alliance for Public Charter Schools.
