Brian Cossiboom serves as Vice President of Finance & Operations and Treasurer of the George W. Bush Presidential Center, where he provides executive leadership for the institution’s financial stewardship, enterprise operations, and organizational infrastructure. In this role, he ensures that the Bush Center’s mission is supported by sound fiscal management, integrated systems, and resilient operations across all facets of the organization.
As chief financial officer, Mr. Cossiboom oversees finance, accounting, audit, tax, treasury, and investment-related activities, and advises senior leadership on budgeting, financial planning, and long-term sustainability. As chief operating officer, he provides strategic oversight of enterprise functions including human capital, information technology, facilities, cybersecurity readiness, and institutional systems that support the Bush Center’s museum, public programming, policy work, and civic engagement initiatives. In this capacity, he works closely with the Bush Center’s Board of Directors and senior leadership to support fiduciary oversight, institutional risk management, and long-term financial sustainability.
Mr. Cossiboom works closely with the Bush Center’s senior leadership and external partners, including the National Archives and Records Administration and Southern Methodist University, to coordinate operational and financial matters and ensure alignment with institutional standards and requirements. He also serves concurrently as Senior Director of Operations in the Office of George W. Bush, providing executive oversight of organizational infrastructure supporting the professional, philanthropic, and business activities of President and Mrs. George W. Bush.
Prior to joining the Bush Center, Mr. Cossiboom served in senior roles in the Bush Administration. As a Special Assistant to the President and Associate Director in the White House Office of Presidential Personnel, he managed executive recruitment portfolios with significant national security and foreign policy responsibility, including Cabinet departments such as the Departments of State, Defense, Veterans Affairs, and Homeland Security, as well as ambassadors and presidential boards and commissions—roles requiring discretion, judgment, and careful vetting at the highest levels of government. In this role, he regularly briefed the President of the United States on appointments requiring Senate confirmation. He also served as Chief of Staff of the U.S. Department of State’s Bureau of Educational and Cultural Affairs, overseeing operations for a global organization administering major international exchange and public diplomacy programs.
Mr. Cossiboom began his career in the private sector in operations and customer service leadership roles, where he developed foundational experience in organizational performance, team leadership, and service excellence.
He holds a Bachelor of Science in Business Administration and Management from Samford University and a Master of Business Administration from the Cox School of Business at Southern Methodist University. Throughout his career, Mr. Cossiboom has focused on strengthening institutions through disciplined stewardship, thoughtful leadership, and a commitment to mission-driven impact.
