Captured State is a series of three reports that examine how the Taliban have relied on mafia-like behavior to consolidate power in Afghanistan. New and underutilized policy options to advance peace, stability, and freedom in Afghanistan are identified while exploring the Taliban’s corruption, the disproportionate impact on women and children, and the role of foreign enablers.
