The current debate in Washington over tax "fairness" is not a new one. Fairness in the tax code has been a topic of major debate throughout our country's history, and especially in the 1930s, as Joseph Thorndike illuminates in his new book, "Their Fair Share: Taxing the Rich in the Age of FDR." This book follows the publication of Thorndike's recent paper for the Bush Institute (available here), which examines taxes, fairness, and economic growth in the 1950s.
